john r. bartle is dean of the college of public affairs and community service, and a professor of public administration at the university of nebraska at omaha. he is president-elect of the american society for public administration (aspa). he is a fellow of the national academy of public administration and currently serves as treasurer. he received two major awards from aspa sections: the aaron wildavsky award for lifetime achievement in budgeting and financial management, and the truitt-felbinger award for significant contributions to the field of transportation policy and administration. he has co-authored or edited four books and published 70 articles and book chapters in both academic and practitioner outlets. he has worked with the nebraska legislature to provide policy advice for over ten years.
【摘要】
innovation is important for organizations to grow. public organizations have a responsibility to their citizens to innovate to improve management. innovation is fundamentally about learning, which requires organizations to take risks and tolerate failure. in the public sector, it is generally easier to share the results of innovation with other governments and to learn from other governments’ experiences. governments need to invest in learning for their employees through professional associations, conferences, publications, and networks. this is especially true with the fast-paced change in technology. innovation often leads to working with new partners which requires an openness to change and new ways of doing business. innovators in public administration also need to explain complex arrangements to elected officials and get support from the public for the innovation. this presentation draws from research on innovation in infrastructure finance and incorporates other research findings to advance innovation in government.
