abstract: the “no notice” terrorist attacks that struck boston in 2013 and paris in 2015 posed severe challenges for emergency response leaders and teams, including police investigative and swat units, firefighters, emts and paramedics, hospital trauma teams, and military units. based on extensive interviews with leaders of these responders in both cities, dr. howitt will present suggest lessons about preparing for and implementing response that may prove useful to other cities subject to similar attacks by terrorist groups.
bio: arnold m. howitt is executive director of the roy and lila ash center for democratic governance and innovation at hks, with responsibility for its executive education and research programs. he also co-directs the program on crisis leadership, jointly sponsored by the ash center and the taubman center for state and local government. dr. howitt's research focuses on public management and intergovernmental policy implementation, particularly emergency preparedness and disaster management. he has conducted research or consulted for public agencies at the federal, state, and local levels, as well as lecturing widely on these subjects. he has served on a number of national and state advisory panels.
